Cannot Upgrade To Mojave

Perhaps the easiest way to transfer Data from Mac to New SSD Drive is to use Time Machine, unless you have an older Mac running macOS High Sierra or MacOS Mojave. In which case, the external hard drive gets formatted as extended journal and cannot be used for Time Machine Backups (you will need to use the cloning method on older Macs). The upgrade to Mojave never completes. I suspect we may need to upgrade to 10.14 before updating to the current version, 10.14.6, but cannot find the base file anywhere on Apple's site or in the App Store.

I have a Macbook pro mid 2012 that I didn't use it for a long time so I didn't upgrade it .

Can
Mojave

now I cannot install anything from app store because all of them need new version of OS ,

also I cannot install any version of newer OS .

I decided to upgrade OS step by step , I search OS Mavericks in app store but it doesn't show anything , I searched in google and downloaded 10.9.5 and other update versions , but it says you should have 10.9 first .
